‘General Report of the Committee for European Economic Cooperation’
After Secretary of State George C. Marshall had delivered his Harvard Speech, the French and British government took the initiative to assemble the European nations for a conference in Paris. Together, they deliberated a plan for Europes economic recovery that could be presented to the American government. On the one hand the plan set out the immediate requirements of the European countries in terms of machinery, food, and fuel, as well as their expected deficits on their balance of payments. On the other hand, the report presented the first ideas for how to overcome these problems in the long run. It emphasized the increase of production and productivity, a need to multilateral payments, and it even hinted to the possibility of creating customs unions. These ideas would further be taken up in the Organisation for European Economic Cooperation (OEEC).
