From 1941 to 1951, Davis was President of the St. Louis Federal Reserve Bank. His focus was especially on the effects of World War II on banking and agriculture. In 1943, Davis was appointed War Food Administrator by Roosevelt. In 1947, he served on the President’s Committee on Foreign Aid.
