Edward Playfair was an English civil servant and business man. Born in London, he graduated from classics and history before going to work for the UK government in 1931. He joined the Treasury in 1934, where he worked on funding British universities. He was critical about the negative consequences the Morgenthau Plan would have on Germany and Europe after World War II. In 1947, Playfair worked in the Control Commission for Germany in London. He continued at the Treasury until 1956, when he became Permanent Under-Secretary at the War Office. Playfair also participated in the Joint Trade and Intra-European Payments Committee of the Organisation for European Economic Co-operation (OEEC).
