Ernst Lemmer was a German politician for the German Democratic Party and later the Christian Democratic Party. He was of Protestant faith and served as Minister of Post and Telecommunications from 1956 to 1957, Minister for Pan-German Affairs from 1957 to 1962 and Minister of Displaced Persons, Refugees and War Victims from 1964 to 1965.
From 1954 until 1956 he was a substitute member of the Consultative Assembly.
