Hinrich Wilhelm Kopf was a German socialist politician and served as Minister President of Lower Saxony from 1946 to 1955 and from 1959 to 1961. He served as the third President of the German Federal Council (Deutscher Bundesrat) from 1951 to 1952. He was also a member of the Ecumenical Commission for European Cooperation.
