Paul Ernst Wilhelm Hartmann was born in Kongsberg (Norway) and graduated in arts and legal studies in Kristiania. After a few years working as an attorney, he served in several governmental positions. He served in the Norwegian government-in-exile as councilor of state in 1941 and from 1942 as Minister of Finance 1941 to 1945. From this position, he was also involved in the financial talks at the U.K. Treasury, which were instigated by John Maynard Keynes at the U.K. Treasury.
