Robert E. Buchanan was a microbiologist who served as the Dean of the Graduate College at Iowa State College, where he also headed the Agriculture Experiment Station from 1933 until 1948. Buchanan was primarily called to work on the President’s Committee of Foreign Aid because of this agricultural expertise – after all, an assessment of what the American economy could sensibly produce (and give away) was warranted.
