Werner Kägi was born in Oetwil am See and studied history at the University of Zürich and the University of Leipzig and art history and Italian literature at the University of Florence. In 1924 he obtained his doctorate in Leipzig. He was professor in 1935 to 1971 at the University of Basel in the ‘history of ideas’. For his intellectual output, he was awarded the Gottfried-Keller-Preis and the Erasmus Prize.
Kägi was member of the CCIA in 1948 and was in the Commission as an expert which was tasked to prepare a study on the topic The Church and International Affairs. He became Vice-Chairman of the CCIA from 1954 to 1965.
