- National delegates at the Congress of the Hague in 1948 (selection)
- Members of the Consultative Assembly of the Council of Europe between 1949 and 1958
From a total list of 3370 names, 196 individuals were selected to be included in the catalogue. The primary selection criterion was that a participant would be member of more than one network. In addition, some names were added based on the in-depth knowledge of the researchers.
Moreover, a total of 45 blueprints have been added to the different networks and actors. This is by no means an exhaustive list, but highlights some key ideas about Europe that circulated between the 1930s and 1958.
