Ronald William Gordan Mackay, better known as Kim Mackay, was a British Labour politician known for his European federalist views.
Member of Federal Union, co-founder of the UEF in 1946 and vice-President of the European Parliamentary Union (EPU) in 1949, he was a strong advocate of a Federal Europe. In 1941, he published Federal Europe.
He attended the Congress of Europe in 1948 and was member of the Consultative Assembly from 149 until 1952.
