The Consultative Assembly of the Council of Europe, now known as Parliamentary Assembly, was one of the two main organs of the Council of Europe. The Consultative Assembly met for the first time on the 10th of August 1949 and consisted of parliamentarians from the various member states.

The Council of Europe was founded in the aftermath of the Congress of the Hague in may 1948. The Council of Europe would serve as a European institution in which the future of European cooperation ought to be explored, with the Consultative Assembly as its supranational deliberative body.

The initial debates of the Consultative Assembly are characterized by the fierce disagreement between supporters for a strong federal Europe with a powerful Assembly and those supporting an intergovernmental future for Europe.
