Educard Bonnefous was involved in political economy and foreign policy before World War II. During the war he became member of the French resistance. In 1946 he was elected into French parliament as Left Republican – he kept his seat until 1958.
At the Congress of Europe, he proposed a European parliament based on universal suffrage, rather than appointment by national parliaments.
He served as a minister in several cabinets, and was also active in the Consultative Assembly of the Council of Europe. In this Consultative Assembly, he proposed a European Transport Authority a la the European Coal and Steel Community. He opposed the European Defence Community.
In 1950 he published L’Idée européenne et sa realization, and in 1952 L’Europe en face de son destin.
