Guillaume Guindey was born in Évreaux and held a master’s degree in philosophy from the École Libre des Sciences Politiques (now Sciences Po) in Paris. He was a French civil servant and director of several government-controlled companies including the telecommunications company FINEX. Moreover, he served as a Finance Inspector at the French Ministry of Finance (1932-42), and he was in charge of the International Finance department at the Finance Ministry in Algiers (1943-44) and in Paris (1946-53).
Guindey was part of the French delegation to the Organisation for European Economic Cooperation. In 1948 he was appointed to a Committee of Four that studied the question of the division of Marshall Plan-aid for the year 1948-1949.
He became director of the Bank for International Settlements (BIS) from 1958 until 1963.
