The highest authority in the Organisation for European Economic Cooperation (OEEC) was the Council. All of the participating countries had a representative in the Council. Officially these representatives were the ministers of the participating countries, but mostly they were represented by high-ranked civil servants with economic expertise. On some occasions, mostly at the initiative of the Chairman, the Council could meet at the Ministerial level. This happened for example when important decisions had to be taken, or when there were important agreements to be signed. Often, representatives of the Economic Cooperation Administration (ECA) and the Office of the Special Representative (OSR) also participated in such meetings. Decisions were taken on the basis of unanimity.

From 1948 to 1949 the Council was presided over by Paul-Henri Spaak when there were ministerial meetings. Daily affairs and meetings between the national representatives were chaired by Jean-Charles Snoy et d’Oppuers.
