Hans Karl von Mangoldt was a German banker, lawyer and manager. Born in Dresden, Germany, Mangoldt-Reiboldt fought in the First World War. After the Second World War, Von Mangolt delivered dismantled machines of the Bavarian Motor Works (BMW) for the U.S. military, and he headed the German delegation to the Organisation for European Economic Cooperation (OEEC) in Paris from 1948 to 1951.

When he headed the German OEEC-delegation, Von Mangolt advocated strongly for the establishment of the European Payments Union (EPU) and a shift from bilateral economic agreements to a multilateral system of trade. With his support for the liberalization of trade and the convertibility of currencies, Von Mangolt also played a key role in integrating Germany back into the international economic system.

From 1952 to 1962, Von Mangolt served as the Vice-Governor of the International Monetary Fund (IMF). He continued to work on international and European economic matters when he became Vice President of the European Investment Bank (EIB) from 1958 to 1964, and as president of the OEEC consortium for the development of Turkey from 1963 to 1967.
