Well-known for his leadership during the Second World War, Churchill was defeated in the 1945 British elections. As leader of the opposition he advocated a united Europe. On 19 September 1946, at the University of Zurich, he called for Franco-German rapprochement and proposed ‘a kind of United States of Europe’ (but without the involvement of Great Britain), situated between the USA and the USSR. He also advocated the creation of a Council of Europe. Between 1949 and 1951 Churchill was a UK-representative at the Consultative Assembly, calling for the creation of a European Army in August 1950.
