André Philip was a socialist Christian deputy for the Rhône from 1936 to 1940
During the war Philip was Minister of the Interior in London under De Gaulle.
He was Minister of Economy in several postwar governments between 1946 and 1947.
André Philip joined the French Council for a United Europe, together with Paul Ramadier, and René Courtin and he became chair of the Socialist Movement for a United States of Europe.
From 1949 until 1951 he was an active member of the Consultative Assembly of the Council of Europe. In this capacity he acted as rapporteur of the Report on the European Coal and Steel Community in 1951. He also favoured a European Defence Community.
Philip also was an active ecumenist. Wanting to rally other politically engaged ecumenists behind the ideal of a unified Europe, he was the spiritual father and founding member of the Ecumenical Commission for European Cooperation.
